The Iraqi Presidential Council, which includes President Jalal Talabani and his two vice-presidents Adel Abd Al-Mahdi and Tariq Al-Hashimi, has unanimously passed the Provincial Council Elections Law, which was passed by the Iraqi parliamen6t on September 24.
Omitted from the version approved by the parliament was the section setting representation quotas for minorities in several provincial councils.
The move enraged elements connected to minorities.
