The Kuwaiti daily Al-Siyassa cites "highly sensitive sources" as saying that authorities in Azerbaijan several months ago arrested two Lebanese nationals who were active in a cell of Hizbullah and Iran's Islamic Revolutionary Guards Corps (IRGC) that planned operations against Western targets in the country's capital in response to the February 2008 assassination of senior Hizbullah official 'Imad Mughniya.
According to the report, the two, Najim Al-Din and Ali Karki, were responsible for overseeing information gathering and for drawing up a plan of action, and had in their possession forged Iranian passports.
