The Al-Quds daily stated, citing Nabil Sha'th, who is part of the Palestinian delegation to Washington, that Israel and the Palestinian Authority have agreed that the first issue for discussion will be borders, because it is connected to the settlements and to Area C.
Al-Ayyam wrote, citing Sha'th, that security will be the first thing to be agreed on in the framework agreement.
