PA chief negotiator Saeb 'Ereqat says that the Palestinians have rejected the Israeli Prime Minister's proposal to establish 12 joint committees to discuss the elements of the final settlement. The Palestinian position on this matter is that the leaders must first reach certain decisions regarding these issues, after which committees can discuss the details of their implementation. 'Ereqat added that both 'Arafat and 'Abbas rejected agreements with Israel because they refused to make concessions; for example, 'Abbas was offered 100% of the territory but he insisted on the issues of Jerusalem and the refugees.
