Syria will not be participating in the Annapolis conference because the Golan Heights issue is not on the conference agenda.
No official announcement has yet been made.
High-level Syrian officials have told the London daily Al-Hayat that Syria was waiting for the final results of conference-eve contacts aimed at adding the Golan issue to the conference agenda, and stated that Syria would not participate in the conference unless there was a "political surprise."
