According to Western diplomats, the IAEA has captured documents proving that Iran secretly tried to upgrade a warhead by adapting it to carry a nuclear bomb. According to an IAEA source, the documents will be presented to the agency's Governing Council. Iran's representative in the IAEA, Ali Soltanieh, said that the documents were forged and that the IAEA was overstepping its authority by presenting them.
