In Audio Message, Mauritanian AQIM Leader Promises to Adhere to Abu Yahya Al-Libi's Algeria-First Agenda

On July 18, 2009, jihadist websites posted a 14-minute audio recording from a Mauritanian commander in Al-Qaeda in the Islamic Maghreb (AQIM), Abu Anas 'Abd Al-Rahman Al-Shinqiti, titled "At Your Command, Abu Yahya."

Al-Shinqiti is a member of AQIM's shura council; in a previous release he was also listed as qadi (judge) for the organization's southern region, but in the new release there was no mention of this title.

Uncharacteristically for AQIM, the release consisted solely of the audio file, unaccompanied by a still photo of the speaker, title screen, or video montage...

Sudanese Journalist Sued For Supporting Colleague Lubna Ahmad Hussein

Sudan's Public Order Police have filed a lawsuit against Amaal Habbani, columnist for the Ajras Al-Hurriya daily, for her column supporting journalist Lubna Ahmad Hussein, who was sentenced to 40 lashes for inappropriate dress.

The Arab Network for Human Rights Information (ANHRI) condemned the ongoing persecution of journalists in Sudan.

Jalajalat Denies Responsibility for Attack on Dahlan Wedding in Khan Yunis

On July 24, 2009, a communiqué was posted on the Al-Shura jihadist website claiming to be from the salafi group in Gaza commonly known by the name "Jaljalat."

The communiqué deals with the July 21 attack on a wedding celebration of family members of senior Fatah official Muhammad Dahlan in Khan Yunis.

Hamas has denied responsibility for the attack and has accused radical salafis of being behind it.

One salafi group in Gaza, Jund Ansar Allah, already denied these accusations and threatened Hamas not to use the incident as a pretext to take action against it.

In the new communiqué, Jaljalat also denies any involvement in the attack on the Dahlan wedding...

Gaza Asks for Bids to Increase Supply of Electricity

The energy and natural resources authority in Gaza will ask for bids to build four transformers and the extension of power lines to increase the production capacity of the power plant to 110 megawatts.

The authority is asking the European Union to increase the funding for industrial diesel to three million liters weekly instead of the current level of 2.2 million liters.

Gaza has recently built a transformer that has increased the supply of electricity by about 15 megawatts during peak hours.

Iran Cuts Electricity Supply to Iraq Without Warning

The Iraqi Electricity Ministry has attributed the interruptions in the electricity supply to lower supply of water which affects the efficiency of the hydrogenerators, and to a sudden cut of electricity by Iran without prior warning.

Kuwaiti Oil Minister Calls for Extracting Crude from Joint Oil Fields with Iraq

Kuwait Oil minister Sheikh Ahmad Al-Abdullah has called for launching a project to extract oil from joint oil fields with Iraq.

He said: "If we wait until Iraq completed its exploitation of these fields with the help of foreign companies, oil will run out."

Iraq has joint oil fields with Kuwait and Iran and even with Syria.

There are 23 such fields with potential revenues of billions, or even trillions of dollars.
