Deputy Prime Minister, Cemil Cicek emphasized the need for a change in the constitution and said that this Constitution was giving out carbon dioxide. Referring to the Turkish Supreme Court’s latest decision against the bill which would have allowed the soldiers to be tried in civil courts, Cicek asked how it was possible to apply democracy in Turkey and said that a change in the constitution became a necessity like oxygen.
